in the US, the government does not own apartments (other than for military or other government employees, but both the federal gov't and states do subsidize apartments through a number of programs.
To rent out the twovacant rooms actually depends on two things: the laws in your locality (SF,CA as you mentioned) and the terms of ur specific lease of the government subsidized apartment. I doubt it is illegal. However, it may be a violation of ur lease terms or a local law (which can be a law at any of these levels: city, town, county, or state). Start with reading ur lease to see if there is anything in there about your situation. If not, then you could contact ur manager.
If ur lease does state that all residents must be on the lease then discuss the matter with ur manager. Make absolutely sure that u have agreemenet in writing that u can rent out the rooms and under what conditions u may do so (as far as the property manager is concerned).
